Official EHCP Data — England 2026

Department for Education accredited official statistics published 25 June 2026.

718,838 Active EHC plans at January 2026
+12.5% Increase compared with January 2025
162,702 Requests for an EHC needs assessment during 2025
110,708 New EHC plans started during 2025
46.1% New plans issued within 20 weeks
Timeliness remains a major transparency issue. In the official 2026 release, only 46.1% of new EHC plans were issued within the normal 20-week timeframe during 2025, excluding cases where statutory exceptions to that timescale applied.
Annual review accountability: Of the approximately 597,000 EHC plans for which a review conclusion was expected during 2025, the official statistics recorded around 339,000 as completed during the year. Of those expected and completed reviews, the local authority decision was communicated within four weeks in 47.6% of cases.

SEND Reform — Current Position September 2026

The Government published SEND reform: putting children and young people first in February 2026.

The main consultation closed on 18 May 2026.

The proposals include changes to how future SEND support, specialist provision and EHCPs may operate.

These proposed reforms have not removed today's existing SEND and EHCP rights.

Government transition information states that until new legislation comes into force, the current duties, rights and funding routes remain in place.

The Government also states that there will be no changes to support received through existing EHCPs before at least September 2030.

Current consultation — EOTAS and health-related alternative education The Department for Education opened a further consultation on 10 July 2026 covering Education Otherwise Than At School (EOTAS), alternative provision for health reasons and accredited online education. At the date this page was updated, that consultation is still open and is due to close on 18 September 2026.

Transparency tip for families: When relying on statistics about a local authority, always record the publication year, exact measure being used and source dataset. Terms such as “refused to assess”, “refused to issue”, “plans issued”, “20-week compliance” and “annual review completed” measure different things and should not be treated as interchangeable.
