How London government is divided:London has 32 borough councils and the City of London Corporation. These authorities provide most local services. The Mayor of London and Greater London Authority exercise strategic London-wide functions, and the London Assembly scrutinises the Mayor. The City of London also has distinct historic governance and a separate police force.

Public transparency checklist

  1. Identify whether the borough, City Corporation, Mayor, GLA, TfL, MOPAC, NHS body or another organisation legally owns the decision.
  2. Search meeting papers, forward plans, delegated decisions, registers and open-data pages before making an FOI request.
  3. Save the agenda, report, appendices, meeting date, decision-maker, vote and declarations of interest.
  4. Compare the approved budget or business case with monitoring reports, actual expenditure and measured outcomes.
  5. Search the body's contract register, Contracts Finder and Find a Tender.
  6. For planning, retain the officer report, committee record, decision notice, conditions, Section 106 agreement, viability material and appeal records.
  7. Use FOI for recorded public information, EIR for environmental information and SAR for your own personal data.
  8. Request an internal review when an FOI or EIR response is incomplete, delayed or poorly reasoned.
  9. Complete the relevant complaints process before approaching an Ombudsman unless a statutory appeal route applies.
  10. Keep dated copies because online records and links can change.

EHCP accountability checklist

  1. Save evidence of the date the local authority received the assessment request.
  2. Track the six-week assessment decision and overall statutory timetable.
  3. Request all education, health, psychology and social-care advice.
  4. Ensure Section B records every identified need.
  5. Ensure Section F specifies and quantifies all special educational provision.
  6. Check health and social-care provision in Sections G, H1 and H2.
  7. Respond in writing to the draft plan and state the preferred placement.
  8. Record every occasion when provision in the final plan is not delivered.
  9. Use annual reviews to update needs, outcomes, provision and placement.
  10. Use tribunal rights for appealable decisions and complaints for delay, maladministration or service failure.
