How responsibilities are divided:Birmingham, Coventry, Dudley, Sandwell, Solihull, Walsall and Wolverhampton are the seven constituent councils of the West Midlands Combined Authority. The other councils in this hub sit outside that constituent metropolitan structure. Every council remains responsible for its own statutory functions according to whether it is a unitary, metropolitan, county or other principal authority.
Independent disclaimer:Right First Time UK is not operated by or affiliated with any council, combined authority, NHS organisation, police force, fire service or government department. Official websites and procedures can change. Confirm forms, deadlines, appeal rights and contacts with the responsible public body.
Easy-access transparency searches:every council card now gives fuller access to democracy, councillor interests, consultations, budgets, accounts, spending, procurement, senior pay, assets, performance, audit, planning, SEND, housing, social care, complaints and information rights. Direct specialist links already in the hub are preserved. For the other subjects, clicking the link opens that council's own official website search with the subject already entered, instead of simply sending the public to the homepage.

Public transparency checklist

  1. Identify whether the decision belongs to a district, county, unitary, metropolitan council, combined authority, NHS body, police force or another organisation.
  2. Search meeting papers, forward plans, delegated decisions and registers before submitting an FOI request.
  3. Save the report, meeting date, agenda item, decision-maker, vote and declared interests.
  4. Compare the approved budget or business case with monitoring reports, final spending and measured outcomes.
  5. Search the council contract register, Contracts Finder and Find a Tender.
  6. For planning matters, retain the officer report, decision notice, conditions, obligations and appeal records.
  7. Use FOI for recorded public information, EIR for environmental information and SAR for your own personal data.
  8. Request an internal review where an FOI or EIR response is incomplete or poorly reasoned.
  9. Complete the relevant complaint process before escalating to an Ombudsman unless a statutory appeal route applies.
  10. Retain dated copies because online documents can change.

EHCP accountability checklist

  1. Save proof of when the council received the assessment request.
  2. Track the six-week decision stage and the overall statutory process.
  3. Request every education, health, psychology and social-care advice document.
  4. Ensure Section B records all needs and Section F specifies and quantifies provision.
  5. Check relevant health and social-care provision in Sections G and H.
  6. Respond in writing to the draft plan and state the preferred placement.
  7. Record every occasion when final-plan provision is not delivered.
  8. Use annual reviews to update needs, outcomes, provision and placement.
  9. Use tribunal rights for appealable decisions and complaints for delay, maladministration or service failure.
