Impulsivity, regulation, sanctions, suspension and exclusion

Behaviour should be understood alongside additional needs, adjustments and the support actually delivered.

ADHD, Behaviour and School Policies

ADHD can affect impulse control, emotional regulation, attention and the ability to remember or apply rules consistently. Behaviour should be considered in context, not automatically labelled deliberate defiance.

Before a sanction, consider

  • Was SEND/ALN/ASN/SEN identified?
  • Were agreed supports actually delivered?
  • Was the instruction understood?
  • Was there sensory, emotional or social overload?
  • Is the behaviour linked to disability?

After an incident, consider

  • What happened immediately before?
  • What helped de-escalation?
  • Do adjustments need changing?
  • Is further specialist assessment needed?
  • Is there a safeguarding or bullying issue?
Exclusion procedures differ by nation.

England's suspension and permanent-exclusion guidance was updated in July 2026. Wales, Scotland and Northern Ireland have their own exclusion or expulsion frameworks, so use the correct national source.

Support across the UK

Education systems differ across the four nations. Use the route for where the child is educated.

England

SEN Support and EHCPs operate under the Children and Families Act 2014 and SEND Code of Practice.

Wales

Wales uses the Additional Learning Needs system and Individual Development Plans (IDPs).

Scotland

Scotland uses Additional Support for Learning and may use plans including Co-ordinated Support Plans where legal criteria are met.

Northern Ireland

Northern Ireland uses its SEN framework, Education Authority support and Statements of Special Educational Needs.
